CAMERON COUNTY, TX — A bold plan to incorporate Starbase — the area surrounding SpaceX’s launch site near Boca Chica — into an official city has become a flashpoint in Cameron County’s early elections. With just 250 registered voters in the proposed area, a small but significant electorate is set to decide the fate of one of the most futuristic urban proposals in Texas.
The push for incorporation comes directly from SpaceX, the aerospace company led by Elon Musk. In a letter addressed to Cameron County Judge Eddie Treviño, SpaceX General Manager Kathryn Lueders outlined how city status could support the company’s mission to develop and manufacture Starship rockets while also enhancing infrastructure for the company’s expanding workforce.
Residents Raise Alarms Over Property and Cost Impacts
Despite the promises of growth, not all residents are convinced. Those living in close proximity to the launch site have expressed concerns about property damage, rising living costs, and the potential loss of local control. The frequency of launches and increased industrial activity has already altered life in the quiet coastal area.
“We’ve had windows rattle and roads blocked,” one resident told local media. “Now they want to turn this into a city? What about the people who already live here?”
Some critics fear that city incorporation could shift priorities away from community interests toward corporate goals, and worry about potential eminent domain issues, rising taxes, and limited access to public input.
Treviño Balances Vision with Reality
Judge Treviño acknowledged the complexity of the issue, noting the potential economic benefits while also recognizing the legitimate concerns of nearby residents.
If the measure passes, the newly formed city would be governed by a mayor and two commissioners, giving Starbase the ability to pass local ordinances, manage zoning, and directly negotiate infrastructure improvements.

With Election Day set for May 3, the outcome could determine not just the fate of Starbase, but the broader trajectory of how public-private partnerships reshape rural communities.
Early voting continues through April 29, with polls open from 8 a.m. to 7 p.m., including adjusted weekend hours. The Cameron County Elections Office is encouraging eligible voters to participate and weigh in on the high-stakes question of Starbase’s future.
